JOSEPH
B. STARSHAK

has been a principal of the Starshak Winzenburg companies since March 1991.
He heads up the firm’s public finance engagements for governments and
not-for-profit corporations and is also active across all other areas of the
firm’s business.



Mr. Starshak has been the financial advisor to some of the
most prestigious public institutions in the Chicago area, including The
University of Chicago, Illinois Wesleyan University, the Illinois Student
Assistance Commission, Illinois Masonic Hospital and the YMCA of Metropolitan
Chicago. He has advised these institutions in connection with the issuance or
refunding of billions of dollars of tax exempt bonds over the past several years.
He led the firm’s participation in underwriting $85,500,000 of bonds issued by
the Illinois Masonic Hospital, and has also advised companies and institutions
in connection with the issuance or restructuring of industrial development
bonds.

Mr. Starshak serves as Financial Chair, Sacred Heart Schools, on the Lyric Opera
Guild Board of Directors, the Financial Committee of St. Ignatius College Prep., and the Real Estate Committee of the YMCA of Metropolitan Chicago, and as Director and Chairman of the Transportation Committee of the Civic Federation. He holds a mayoral appointment to the Chicago Board of Health

Prior to joining the firm he served for sixteen years in
various investment banking areas of The Northern Trust Company.
Initially, he worked in private placements, then mergers and acquisitions,
then in 1981 he founded and managed the public finance department. Prior to that he
served as a Lieutenant junior grade in the U.S. Navy.

He graduated magna cum laude from the University of Notre
Dame and earned M.A. and M. Phil. Degrees in economics from Oxford
University. He also received an M.B.A. from the University of Chicago.
